As part of NYC Transit’s ongoing campaign to minimize and eliminate hazardous material impacts from stations, tunnels, rail yards, service buildings, and other facilities in the system throughout the 5 boroughs, Environmental Planning & Management, Inc. (EPM) was one of three consultant firms selected to manage projects of varying scope and duration assigned on a work order basis. The work orders administered by NYCT can extend to other mass transit providers in NYC, including MTA Bus, the Staten Island Railroad, and the Staten Island Ferry.

The scope of work on this contract involves observing compliance with the approved technical specifications (and OSHA, NYS & NYC regulations) by third party contractors performing asbestos abatement and lead paint disturbance.  This entails confirming that a viable containment exists at all times, ensuring the proper use of engineering controls and personnel protective clothing, monitoring air quality and assessing visible emissions, observing the movement and storage of all generated hazardous waste, and performing the requisite project monitoring on-site while documenting all key events.  Some work orders may involve additional design investigation, bulk sampling of suspect materials for laboratory analysis, and preparation of a revised abatement specification.

Since notice to proceed, EPM has participated in over 200 work orders to date.

Working in confined spaces (i.e., manholes and tunnels) near high voltage rails, moving trains and pockets of noxious gases.

Solution:

Regular safety training to maintain awareness of hazards, and use of protective gear and sensing devices, as needed.
