Renewal of Coney Island Infrastructure

Environmental Planning & Management, Inc. (EPM) conducted hazardous material and environmental investigations at select sites in Coney Island, in support of the ongoing post-Sandy Renewal and Resiliency initiative to better protect vulnerable NYC locations from future extreme weather events.

The purpose of the investigations was to identify all asbestos containing materials (ACM), lead paint, PCBs, universal waste, and to provide subsequent abatement design services.

Renovation of Mitchel Houses

EPM performed a limited asbestos survey to identify areas of impact within ten buildings of the Mitchel Houses located in the Bronx.  The asbestos survey was limited to the replacement of the main roof and all bulkhead roofs (including all flashings and caulks), repairs to the bulkhead walls and parapets, bathroom inspections, and a small number of kitchens slated for renovation.

The EPM design staff reviewed analytical data from previous asbestos surveys of the roofs, pipe insulation, and wall plasters.  EPM collected bulk samples of suspect ACM, including wall and ceiling plasters, black mastic on masonry walls behind facades, various caulks, and various floor tiles.  EPM also conducted an extensive survey of numerous bathrooms and kitchens to identify potential lead paint material using an X-ray florescence analyzer (XRF). 

EPM published an investigation report detailing all survey results, and then prepared asbestos remediation design documents for the roofing and façade materials, and bathroom risers.

 
 

Abatement Services

EPM completed an On-Call Asbestos Abatement contract for the New York City Housing Authority. Assigned over 1700 asbestos abatement tasks throughout the New York City metropolitan area, EPM provided asbestos air and project monitoring services. 

The assignments were primarily asbestos abatement oversight during “move-out” projects.  Essentially, the abatement work was conducted over a single work day, whereby the flooring materials were abated and the apartment was cleared for re-occupancy. The work was done in two phases, in accordance with site specific variance procedures. On any given day, EPM typically monitored up to five (5) apartments, throughout the 5 boroughs. 

EPM also participated in bathroom renovation projects, where the objective was to turn the apartment back over to the tenant by 6:00 pm the same day.  The abatement consisted of pipe insulation and asbestos plaster abatement within the bathrooms. This work was conducted in accordance with site specific variances to Title 15 regulations.
