New York City Transit Authority is one of EPM’s largest clients. EPM is one of three consultant firms selected to manage projects of varying scope and duration assigned on a work order basis, as part of NYC Transit’s ongoing campaign to minimize and eliminate hazardous material impacts from stations, tunnels, rail yards, service buildings, and other facilities in the system throughout the 5 Boroughs.

CM-1563, Federal IQ Lead and Asbestos Design/Air Monitoring

As part of NYC Transit’s ongoing campaign to minimize and eliminate hazardous material impacts from stations, tunnels, rail yards, service buildings, and other facilities in the system throughout the 5 boroughs, Environmental Planning & Management, Inc. (EPM) is one of three consultant firms selected to manage projects of varying scope and duration assigned on a work order basis. The work orders administered by NYCT can extend to other mass transit providers in NYC, including MTA Bus, the Staten Island Railroad, and the Staten Island Ferry.

Since notice to proceed, EPM has been awarded over 40 assignments to date.  These have involved asbestos survey, design and monitoring and lead monitoring at various construction projects including: Contract E-31705-17 Fan Plants and Adjacent Tunnels; Contract T80274-Staten Island Railroad at St. George Terminal; Contract P36437-Canarsie Tunnel Rehab and Capacity Improvement;   Replacement of 9 Escalators at Various Locations in Manhattan;  Replacement of 2 Hydraulic Elevators at Franklin Ave Station; 239th Street Circuit Breaker House 210; Rehab of Clark Street Tube.

CM-1516, Indefinite Quantity Asbestos and Lead Monitoring & Design Services for Miscellaneous Construction Projects

As part of NYC Transit’s ongoing campaign to minimize and eliminate hazardous material impacts from stations, tunnels, rail yards, service buildings, and other facilities in the system throughout the 5 boroughs, Environmental Planning & Management, Inc. (EPM) was one of three consultant firms selected to manage projects of varying scope and duration assigned on a work order basis. The work orders administered by NYCT can extend to other mass transit providers in NYC, including MTA Bus, the Staten Island Railroad, and the Staten Island Ferry.

EPM has participated in over 230 work orders to date.  Subjects include: Component Repairs at 5th Avenue and 7th Avenue Stations on 53rd Street; Queens Village Bus Depot; RTO Facility Hardening; Fulton Street Station J/M/Z Token Booth A-78; Renewal of Beverly Road and Newkirk Avenue Stations (Nostrand Ave Line); Facility Roof Repair (at 11 locations in Bronx, Brooklyn & Queens); Asbestos Priority Program VII, Phase 6 at 126 W. 53rd Street (and four other locations citywide); ADA Elevators and Station Renewal at Lefferts Boulevard Station (Liberty Avenue Line); Grand Central 42nd Street Station; Copper Cable Upgrade Phase IV Manholes.

CM-1377, Indefinite Quantity Environmental Engineering Services

Environmental Planning & Management (EPM), Inc. is the prime consultant with overall responsibility for overseeing the abatement of lead and/or asbestos containing materials, air monitoring, and project monitoring (plus related design services as needed) on an Indefinite Quantity basis for New York City Transit.  EPM has completed at least 85 authorized work orders to date under a term agreement at a number of stations and support facilities throughout the NYCT system.

CM-1501, IQ Supervision, Air Monitoring & Support of Asbestos and Lead Disturbance

Environmental Planning & Management (EPM), Inc., has completed this term contract, which is the third in a series of three 3-year term agreements awarded through the Office of System Safety.

EPM completed at least 468 work orders related to asbestos survey, design, supervisory, and air monitoring services, and periodic lead exposure monitoring of NYCT Operating Groups.

 
 

Astoria Line

Since 1998, EPM has been provided environmental services all along the Astoria line under various contracts and work orders.

  • CM-1185–provided abrasive blasting and lead abatement oversight, high volume air sampling for TSP Lead Management of hazardous waste, daily calculations and reporting of data, and compiling Monthly Environmental Compliance reports.

  • CM-1377—provided asbestos abatement survey and design for the rehabilitation at Hoyt Avenue Station.

  • CM1516—provided asbestos survey, design and abatement monitoring for the rehabilitation of 5 stations—Ditmars Boulevard, 3rd Avenue, Broadway, 30th Avenue, 36th Avenue and 39th Avenue.

 

Hurricane Sandy Restoration

Provided hazardous material survey, asbestos abatement design services and asbestos abatement project monitoring services for Hurricane Sandy Restoration projects under multiple work orders.

  • Coney Island Yard Flood Mitigation

  • 207th Street Yard Flood Mitigation

  • South Ferry Station Complex and Tunnel

  • “G line” Greenpoint Tube,

  • “R Line” Montague Tube

  • over 300 manholes along the Canarsie, Clark Street, 53rd Street, Joralemon and Rutgers Tubes

  • various pump rooms and fan plants at Canarsie, Battery Place, Furman Street, Old Slip, 207th Yard, Steinway Tube, Rutgers Tube, and Cranberry Tube.

 

Second Avenue Subway

Provided asbestos and lead abatement oversight at facilities to be taken over by NYCT for construction of new transit stations along Second Avenue Line over various work orders. Areas have included:

  • 233-235 East 69th Street and 1315 2nd Avenue

  • 2nd Avenue Subway tunnel between 99th and 105th streets

  • 300 East 72nd Street

  • 247 East 83rd Street
