NYCDOT - REI for Reconstruction of Brooklyn Bridge, Contract #6

Environmental Planning & Management, Inc. (EPM) provided Construction Support Services in association with the removal and disturbance of lead coatings and other hazardous materials at the Brooklyn Bridge.

EPM’s responsibilities included:

Monitoring of the Contractor for emissions during disturbance of lead containing paint (Method 22 and DataRam)

Performing high-volume air sampling for Total Suspended Particulates (TSP)-Lead in compliance with 40 CFR 50

Auditing the Contractor, and ensuring compliance with OSHA Lead in Construction Standard 29 CFR 1926.62

Auditing the Contractor, and ensuring compliance with respect to testing, handling, labeling, storage, manifesting, and disposal of hazardous and universal wastes generated from paint removal operations

Tracking hazardous wastes shipped off-site

Inspection of containment tarps, seals, ductwork, ventilation systems, negative pressure, and air velocity during abatement

A final visual inspection of the containment apparatus prior to dismantling, to ensure that all surfaces of reusable materials are free of lead-bearing dust/debris, and that all disposable materials are properly containerized/cleaned prior to removal from the containment system

Organizing periodic medical surveillance, pulmonary function test, respirator fit test and biological monitoring for the REI team

Performing asbestos containing materials surveys and air monitoring during abatement of such materials

Performing low-volume area air monitoring for lead, silica, and other toxic or potentially harmful chemical and microbiological agents

Conducting soil and material sampling for waste classification and management and/or for material handling/storage purposes

Conducting ambient noise monitoring, on a daily basis, as well as noise monitoring for construction equipment and activities certification according to the NYC Noise Code.

 

Services:

Resident Engineering Inspection services for ongoing removal of lead based paint and other heavy metal coatings.

Challenge:

Monitoring multiple locations simultaneously.

Solution:

Prudent pre-planning for such a contingency at time of contract award. If necessary, augment with temporary labor from backup pool.
