NYCDOT – REI for Manhattan Bridge, Contracts #8, #10, #11, #14 & #15

Environmental Planning & Management, Inc. (EPM) provided environmental monitoring of abrasive blasting and steel rehabilitation of the bridge at the Suspended and Approach Spans at Manhattan Bridge. The bridge rehabilitation scope for painting included the travellers platform, maintenance platforms at the towers and anchorages, and canopies for both towers.

During lead abatement activities, EPM provided:

• High volume ambient air monitoring for TSP-Lead
• Low volume air monitoring for lead, chromium, and cadmium
• DataRam monitoring
• Radiation monitoring
• Continuous visual inspections and evaluations for potential emissions
• Oversight of hazardous waste collection and disposal
• Final reports summarizing all lead disturbance activity monitoring

EPM has monitored as many as seven (7) simultaneous containments at peak times.

The overall scope of the ongoing restorative work included reconstruction of the lower roadway suspended span, reconstruction of the approach spans, rehabilitation of steel support structures within the anchorages, installation of new street lighting, and replacement of maintenance platforms at the towers.

EPM participated in a Constructability Review for Contract 15 and provided comments regarding CEQR review, with a focus on provisions for dust control, hazardous materials investigation, noise mitigation & control, and required permits.

Challenge:

Excessive noise during abrasive blasting of lead paint.

Solution:

Limit overnight evolutions to short stretches. Establish site monitoring stations, remotely, to record data which will guide sound deadening strategies.
