Environmental Planning & Management, Inc. (EPM), as a subconsultant to HNTB, performed a hazardous material survey (i.e., asbestos, lead based paint, PCBs) and a soils investigation of all accessible areas with the potential to be impacted by construction and repair activity at the Broadway Bridge, spanning the Harlem River between Manhattan and the Bronx.

 EPM reviewed reports describing asbestos surveys performed on this bridge in recent years.  EPM performed a detailed inspection of the bridge structure in an effort to identify all suspected asbestos containing materials (ACM).  Bulk samples of various suspect materials were collected for analysis by an ELAP certified laboratory, in order to confirm the presence or absence of asbestos content.

 Samples of possible PCB containing materials were also submitted for testing.  During the course of these activities, EPM catalogued several types of universal wastes (i.e., fluorescent bulbs and suspected PCB-containing high intensity bulbs) observed on the premises, which will assist in their eventual disposal.  EPM submitted a final investigation report which documented all sample locations and test results.

 Drawings and specifications were updated to create abatement design packages for all identified ACM and PCB materials.  EPM also solicited abatement cost estimates and reviewed contractor submittals during the bid phase, as part of our construction support services.
